The 2019 IPCC Guidelines: Advancing our Understanding of Climate Change

Refinements to the 2006 Guidelines for National Greenhouse Gas Inventories

In 2019, the Intergovernmental Panel on Climate Change (IPCC) released a significant refinement to its 2006 Guidelines for National Greenhouse Gas Inventories. This update, known as the "WEB 2019 Refinement," provides updated and enhanced guidance for countries to estimate and report their greenhouse gas emissions and removals.

The Ocean and Cryosphere in a Changing Climate

A key area of focus in the WEB 2019 Refinement is the role of the ocean and cryosphere in the global carbon cycle. These components of the Earth system play a vital role in absorbing and storing carbon dioxide (CO2), influencing the atmospheric concentrations of greenhouse gases.

The Refinement includes updated methods for estimating carbon fluxes between the atmosphere and the ocean and cryosphere. These updates reflect the latest scientific understanding and data, enabling countries to more accurately assess their emissions and removals related to these natural carbon sinks.

Shared Socioeconomic Pathways for Climate Projections

The IPCC's work relies on the Shared Socioeconomic Pathways (SSPs), which are a set of scenarios that represent different possible futures for global socioeconomic development. The SSPs are used as input for climate model simulations to assess the potential impacts of different emission pathways.

The WEB 2019 Refinement aligns with the latest SSPs, ensuring consistency across IPCC reports and enabling more robust and comprehensive climate projections.

Unprecedented Level of Coordination in the Sixth Assessment Report

The Refinement is part of the IPCC's Sixth Assessment Report (AR6), which represents the most comprehensive assessment of climate change science to date. AR6 was developed through an unprecedented level of coordination among scientists, experts, and policymakers from around the world.

By updating the Guidelines and integrating it with the latest scientific knowledge and methodologies, the WEB 2019 Refinement enhances the accuracy and transparency of national greenhouse gas inventories. This contributes to a more informed understanding of climate change and supports efforts to mitigate and adapt to its impacts.
